Since Topps X WAX Garbage Pail Kids packs sold out within 28 hours, the only way to buy the cards from the first releases is on the secondary market. With single Topps GPK cards selling for the equivalent of about $2 for base cards to $60 or more for the sketch cards, it's an interesting market to watch develop. The original 5-card basic pack cost just $4.99 USD originally, with 30-card mega packs selling for $24.99. Considering that, the price appreciation from the first series is already clear.
Of course, if you're willing to put the money in on the secondary market, there may yet be some deals to be had in at least putting together a complete base set. if you watch the auctions on the secondary market for these cards, you'll see some base cards sell for as little as the equivalent of $0.25 to $1.00.
If you're looking to invest in packs, on the other hand, expect to pay prices upwards of $125 per 5-card pack! The 30-card mega packs are currently selling upwards of $550! At this point, it seems more economical to put together a base set, then chase the rarer insert sets over time.

The pages you want to watch for true market values are the Sale Live Feed on GPK.Market and the Market Logs on SimpleMarket.io. Of course, like on any marketplace, owners of these cards will no doubt post listings for outrageous prices hoping a desperate collector will buy, so watch the sale logs carefully.
